Area of Studies
The Research Area focuses on generating knowledge and strategic information to support the Council's decision-making. Its work involves designing and conducting studies, analytical reports, and publications that enable a systematic analysis of the development of higher education. It also coordinates internationalization projects for both the Council and its member universities.
This unit also serves as a coordinator of inter-institutional initiatives, managing specialized committees and networks where experiences are shared and areas for joint work are proposed. Through these mechanisms, the unit seeks to identify topics of common interest that strengthen the university system and facilitate reflection on its implications in various social spheres.
Legal Area
The Legal Department provides comprehensive legal counsel to the Plenary of Rectors, the General Secretariat, and the other committees of the Council. Its primary function is to verify the legality of administrative acts and to draft internal regulations, such as rules, manuals, and instructions. It is also responsible for legally representing the institution before ordinary courts, oversight bodies, and the Comptroller General of the Republic.
Additionally, this area closely monitors legislative activity and jurisprudence that affect higher education. Based on this analysis, it develops proposals and presentations for government bodies to promote administrative or legislative measures that strengthen the system, ensuring that the Council's position is technically sound from a legal perspective.
Communications Department
This department is responsible for designing, proposing, and implementing the communication policy of the Council of Rectors, extending its work both to the public sphere and within the university. Key functions include advising on the development of the institution's public discourse and creating relevant content that disseminates the Council's activities to the community.
On the other hand, the Communications Department acts as a strategic bridge, coordinating actions with the various member universities and managing media relations. It is also responsible for administering all the institution's own channels and media, ensuring coherent and effective communication of the agreements and visions of the university presidents.
Administration and Finance Area
The Administration and Finance Area's primary mission is to ensure the efficient, timely, and transparent management of the Council's financial, material, and human resources. Its work includes executing budgetary and accounting processes, ensuring that all operations are carried out within the current legal and regulatory framework for the proper functioning of the institution.
In addition to financial management, this unit handles internal administration, which includes maintaining personnel records and background checks, supervising support staff, and keeping an up-to-date inventory of movable assets. It is also responsible for ensuring the proper upkeep and maintenance of the facilities and premises where the Council regularly operates.
